From Tulsa, OK H. Westley Phillips, MD is a neurosurgeon in UCLA's residency program. He holds degrees from Perelman School of Medicine at the University of Pennsylvania and Yale University. And he is the recipient of numerous honors and awards including the Fulbright Independent Research Fellowship and NIH R25 Grant.
